City Council Work Session
August 3, 2015
Present were: Councilors Otis, Remillard, Gentili, Morgan Allain, Higbee, Rozek, Nelson and Theberge; Mayor Grenier was absent.
Others present: City Manager James Wheeler, Community Development Director Pamela Laflamme, and School Business Administrator Bryan Lamirande
In the absence of Mayor Grenier, Councilor Remillard chaired the meeting. She opened the meeting at 6:30 p.m.
Resolution Premium Holiday Funding
Mr. Wheeler explained that the Council reviewed and recommended projects at a previous meeting and they are now being captured in a resolution to be read for the first time at the Regular meeting. There were no questions from the Council.
Resolution Carry Over Funds
Mr. Wheeler reported that unspent capital funding is reserved for future expenses. Councilor Remillard asked about the salt storage shed. Mr. Wheeler noted that recommendations for the shed were built into the recreation building project. The engineers analyzed what would be the most economical building material including fabric vs. lumber. It is possible that building trades will be asked to do the project. He suggested bringing the report to the Council for review and consideration.
Resolution Carry over Grants
Mr. Wheeler stated that unspent grant funds are re-appropriated to the current fiscal year. It is a bookkeeping exercise to bring the funds into the current budget. There were no questions from the Council.
Assessor Office Coordinator/Deputy Clerk Retirement
Mr. Wheeler said that Sue Warren has announced her retirement for October 30. She will be sorely missed but she deserves to retire. A job description will be put together and we would like to see some overlap where training could occur. Councilor Rozek moved with a second from Councilor Nelson to authorize the City Manager to look for a replacement for the Assessor Office Coordinator/Deputy Clerk. So moved, all voted in favor.
Coos County Family Health 5k Race
Councilor Nelson moved to add the item to the agenda; Councilor Rozek seconded and the motion carried.
Coos County Family Health submitted a letter asking to hold its third 5K race as part of Riverfire festivities on October 17. Councilor Rozek moved with a second from Councilor Nelson to approve the request. So moved, the motion carried.
Councilor Nelson wanted to be clear that they have to pay for traffic control for their event. Councilor Rozek moved with a second from Councilor Morgan Allain to amend the motion to have Coos County Family Health provide for traffic control during their event. So moved, the motion carried.
There being no further business in the work session, Councilor Remillard moved on to the regular meeting at 6:50 p.m.
